EDUCATIONAL CONDITIONS

Admission of foreigners to the educational institutions of Azerbaijan is implemented out in accordance with the principles listed below:

• based on quota determined in accordance with the agreements concluded between the Republic of Azerbaijan and foreign countries in the field of education;

• based on international programs where educational institutions have participated;

• based on agreements signed between educational institutions of Azerbaijan and educational institutions of foreign countries;

• based on contracts signed directly by the educational institutions with legal and physical persons;

• based on the centralized student admission exam held by the State Examination Center of the Republic of Azerbaijan to secondary schools, bachelor and master’s degrees at higher educational institutions (main education and residency on medical education), and master’s degree at the Azerbaijan National Academy of Sciences, in accordance with subsections 2.1.2 and 2.1.4 of the Decree of the President of the Republic of Azerbaijan № 860, dated 11 April, 2016.

Foreigners wishing to study in the Republic of Azerbaijan must submit following documents to the educational institution chosen by them:

• an application addressed to the head of the educational institution (electronic application form may also be submitted) indicating chosen specialty, language and method of study;

• legalized (or apostilled) document (documents) and notarized copy (copies) of its translation into Azerbaijani, respectively about taken subjects and obtained grades from these subjects at previous level of education;

• certificate of health, including results of the test for AIDS, Hepatitis B and C viruses;

• reliable certificate of border crossing;

• 3 x 4 cm sized six (6) photos;

• certificate confirming the examination of the teaching language (if available) ;

• copies of honor awards, certificates, diplomas and other similar documents (if available);

• the preparedness of foreigners for the relevant level of education and the level of knowledge of teaching language are examined by the educational institution chosen by them. If they meet the requirements set by the educational institution, their admission to the educational institution will be proceeded.

• foreign students who is going to study majors in English are free from language skills test in case of reaching enough points in one of the international exam forms for English (for Bachelor degree IELTS 5.0 points, TOEFL 40 points, for further educational degrees IELTS 5.5 points, TOEFL 50 points)

In addition to the above-mentioned documents, foreign students who are applying for PhD and dissertation should submit the following documents according to the Rules for establishment of Doctoral Candidacy and admission to Doctoral Candidacy" approved by decision of the Cabinet of Ministers of the Republic of Azerbaijan №129, dated July 01, 2010:

• notarized copy of diploma confirming higher education and diploma recognition certificate for foreigners and stateless persons who studied in foreign countries.
